I get this message when i try to install this download. LoadLibrary("windows\system\file.dll") failed GetLastError returns:0x00000485. when i substitute msoe.dll for file.dll i get the same error message but it is 0x00000002. Regsrv32 has never worked on this machine. i had seen it referred to before and checked it out. get message can't be found. i have been searching for a solution to that problem and having the same luck i'm having with msoe.dll. i have a folder with 3 copies of msoe.dll that have failed to install. 2 days ago I received a message, while searching for a bug, that Windows was corrupt. So i reloaded complete OS(ME). Rescue Floppy would not work. this is where i am today. How do i check my OS CD's to see if they are corrupt. they came with the machine when new.

If you were getting errors during your ME install, then the cd's may be corrurpt. Even if the cd's has a small scratch, or some kind of wear and tear, it's possible that some files would not be loaded during an install. Also, if there were errors in the middle of your install then you may also have bad memory, that's a common issue if your getting errors during your install. You can go to http://www.bootdisk.com and download a 98 boot floppy. If you boot from that you can perform whats called fdisk and then format the machine. If you format using a 98 bootdisk, then try reinstalling again after that. As a last resort though, you can always get in touch with the manufacturer of your PC and order a new set of recoveries. They will charge you, but only about 20 bucks. Hope that helps.

These error messages were after reinstalling OS. there were no errors during reinstall. i think i finally got Regsvr32.exe installed. but when i use the instructions to install msoe.dll i get LoadLibrary("msoe.dll") failed. GETLASTERROR returns 0x00000002 Instructions say: C:\regsvr32.exe msoe.dll which returns error: Windows cannot find C:\regsvr32.exe.  Right now it is in a folder called C:\Windows\System\moes.dll. Which is where i was told to put it. This all stems from error message, Unable to load Outlook Express file msoe.dll.

Went to downloads.com(which is actually download.com) to run memtest 86. search said unable to find.

Finally found memtest86 that i could copy to floppy. failed 2 tests. WMATS+ and WINVC. Ran the full set of tests and failed 7 out of 11. It found 59 problems. this seems like a lot of problems for not being able to find one file to load Outlook Express. by the way, i searched both ways for memtest86 at download.com Am going to try http://www.bootdisk.com now.

OK went to the source. went to Outlook Express. searched around. found an article that matched exactly the problem i was having with msoe.dll. was told to turn on Address Book in Startup. did that no difference. then i found Cumlitive Patch for Outlook Express 6 SP1. installed it and Outlook Express now loads. WOOHOO! for some reason(must have been drunk) i unchecked Address Book. don't know if it was the combination of both or what. Anyway, thanks for letting me bounce ideas off you and the advice you gave me. going to do Memory tests again.

Yea. MemTest works the same from either floppy or cd. If you've failed those tests that means one or both of your memory modules inside your computer are bad. You should work on getting that replaced as soon as possible.
